Chapter 10 of the NHS Plan - Changes for patients
Describes at local level, PCT's will be required to publish prospectives accounting to their local residents for their spending decisions, the range and quality of service, and explaining the increasing choices that patients will have.
P P I (Patient and Public Involvement)
The Government is committed to building a health service which is responsive and sensitive to the needs of the patients and the wider public. The NHS executive is making partnership control central to its work to:
• promote patient's involvement in their own health and health care as active partners with professionals
• enable patients to have information about their health and health care and to make informal decisions about it if they wish
• involve users and their carers in improving service quality
• involve the public as citizens in health and health service decision making professionals

Who do PALS (Patient Advice and Liaison Service) link to?
The Patient Advice and Liaison Service work closely with the Gloucestershire Hospitals NHS Trust and Gloucestershire Ambulance NHS Trust, to develop a fully integrated PALS service for the county.
As part of the Gloucestershire Partnership NHS Trust, we also link to three Primary Care Trusts in Gloucestershire. We aim to resolve local issues but if you wish to make formal complaints, we will give you information about the trust's complaints procedure and provide support.
Check on the PCT in your area if you wish to comment or make a complaint.
The Patient Advice and Liaison Service is not an advocacy service but a confidential service providing advice and support to patients, their families and carers. PALS aims to resolve concerns quickly by finding answers to the questions or referring on to appropriate agents or specialist advocacy services.
What does advocacy mean?
Advocacy is about people speaking up for or acting for themselves, possibly with the support of another person or advocate.
It is based on a number of beliefs and values:
* the value of partnership or working together to achieve goals
* the right to be heard, and have their views respected
* the right to feel empowered to communicate effectively and powerfully
* the right to contribute and be included in communities
